Is there a minimum prescribed strength for concrete cover blocks with respect to the parent structure?

Does the strength of concrete cover blocks for reinforced concrete structures require to be as high as the parent concrete of the structure. Is a minimum strength prescribed for the cover blocks in comparison to the concrete strength of the structure.

Please adviseIs there a minimum prescribed strength for concrete cover blocks with respect to the parent structure?
2400psi is a typical minimum for concrete strength, but this is for general use, not engineered concrete structures.

concrete elements that are of load bearing or other structural capacity could be expected to have much higher strength requirements than elements that are being used for load transmission or weather resistance.

I see no reason why cover blocks would need to have the same strength as the parent structure, but clearly they would still be required to hold the loads and or weathering that they were expected to meet.
