idk either of the answers to those questions. I however am going to give you some advice. Wait untill you are at least 18. but remeber to get something that is very special to you! it is permanet and its not like those little stick on tatoo's either. also if they do alllow a 13 yr old to get a tatoo they probally arent as a well done business because they are desperate to get money from any body any age. u got 5 more years and it will be there b4 u know it just wait!Can you be 13 years old in Texas and get a tattoo with a parent?

But it'd be a pretty irresponsible shop in my opinion if they did. And irresponsible shops normally come with really poor tattoo 'artists'. Isn't worth the risk when they're stuck on you permanently. Its much more likely to pick a crummy tattoo when you're young. And if its done crappily, you're gonna regret it

Depends where it is mostly, and on the artist.
Texas says you have to be 18 regardless. Besides tattoos on 13 year olds look..well trashy. I know I have said no tattoo is trashy but...when kids are getting tattooed it's just well trashy.
Not unless your parent is there and you are getting an existing tattoo covered...and the existing tattoo has to be offensive (ie: gang related).
