Can a company become parent of another if the company holds majority of Preference shares of another?

Usually, its only equity shares (stock) that is considered to get hold over other company.Can a company become parent of another if the company holds majority of Preference shares of another?
You are right. Preference shareholders have limited rights and in practice, companies normally do not issue large number of preference shares.
