I think they should probably be around 10 or 11....
I believe this has nothing to do with age, but responsiblity. If a child is responsible enough at 7 then they may have a phone. Responsiblity is something parents teach their children. The only way to teach responsiblity is to trust a child will fail and learn from their mistakes ( we've all been there ). Start with an inexpensive, pay by the minutes phone and see how they do for 6 months. Give them minutes in accoradance with whatever plan you and your child agrees on. Something like allowance. I'll pay for 60 minutes per report card A, 30 for each B. If you need more, then you'll have earn them by doing dishes, cleaning the cat box, taking out the trash. Note cleaning their room should not be rewarded, it should be expected. If they can't do the simple little things, I certainly wouldn't get them a phone. Cause and effect.

this is going to depend on 2 things .... the circumstances and the child.
Id also suggest a prepaid phone for this stage of the game with an alloted amount of minutes, they can always dial 911 from anyphone at any time if they have minutes on the plan or not
my guys started getting their prepaid phones around age 12 and graduated to being on my plan at around 17.
I'm not a parent but it seems like 12 or older.
I know a 9 yr old boy that has one. It seems a bit ridiculous because he's not very responsible. He loses just about everything but he's 9 and that seems totally normal for a 9 yr old.
I think as soon as a child is more responsible and able to be on his or her own for some time. (a few hours)
