When they take your income tax for child support how long before the other parent receives it?

my mom receives back child support owed by my biological father. They sent him a letter stating his stimulus was going to her. He is now remarried and they filed a joint return. When my mom spoke to the child support office yesterday they informed her that she would be getting a check for $1,200 (their rebate check) but it would not be mailed out until the last day of October. For some reason the person she spoke to said that they are required to hold them until that date just in case they pull it back for some reason. The rep said he has NEVER seen that happen but its just something they are required to hold.
