Should the custodial parent keep child support payment when they don't have the child for a year?

My stepson lives with us for a full school term now and his mother sent a notarized letter stating she still gets full child support even thought the son lives with us for a year. The bad part about the whole thing is he had no new clothes; he came with the clothes we sent in last school term, his shoes where to small and they were from last school year we got them. Then, no descent underwear when he came to us. Should the custodial parent keep child support payment when they don't have the child for a year?
Does he owe back child support? If he does then he will have to pay while the stepson is with you. If he owes alot, he will have to pay even after he turns 18. If not then you need to modify your existing child support order.

That's right honey,men don't seem to have any rights when it comes to child support issues-just pay,pay,pay no matter what! If she has custody it doesn't matter that he 's living w/you.She has custody - that's what matters....I know-it's so unfair.
The custodial is entitled to receive the child support until the court says to stop paying her. So if you want to stop the child support, go back to court. Otherwise, you are in violation of a court order.
The child support should be reduced. Not completely removed because she , in theory still has to maintain a household for when the child returns. Pay half and see what happens...that's what I would do.
