so that you can get to know the school, get to know the people, make friends, get used to the environment, get used to being on your own, seeing what your capable of on your own (can you take care of yourself,etc.), a little independence to try it out before college

Only if the parents get to see the school first. If that is possible, the main argument that I would use is that the student has to see that they can handle a new environment before the parent puts any money down for classes. Also, it give the student a chance to prove they can handle being away from home.
