Is there ever a case where the custodial parent has to pay child support to non-custodial parent?

Yes, fathers do it all the time, when they earn more than the mother, and even has sole custody. Th reverse is never true.

That from 20 of experience with hundreds of cases.

I had a custodial father in Fresno, ca. who had sole custody. The mother was defrauding Welfare by claiming she had custody, and didn't know where the father was. Seven years later, they found him and he was ordered to pay them back, regardless of evidence that he had custody. It left his family homeless. Is there ever a case where the custodial parent has to pay child support to non-custodial parent?
Your premise is faulty, by definition a noncustodial parent is the payor. With that said, I will try to address your question with some possibilities of what you are asking.

If you mean does the mother ever pay the father (who has the kids), then yes, all the time.

If we are talking abatement issues, then yes. Let's say the NCP has had custody of the kids for two months, then yes in that case, he would be entitled to credit against his child support obligation, but not money from the CP.Is there ever a case where the custodial parent has to pay child support to non-custodial parent?
I've seen it happen with military families--the custodial parent deploys and so sends the child to stay with the noncustodial parent, but they forget to change the child support arrangements for the time being.
Child support is by definition to support the child, so I can't logically think of a way the non-custodial parent would get child support.
Support is paid by the non-custodial parent to the custodial parent.

Any financial order in the other direction is not child support, but more likely spousal support (alimony).
yes.it doesnt materr who has custody, the courts would send the payment to the person who has legall custody.it is happened to people i know!
No. Child-support payments are to reimburse the custodial parent for average costs associated with raising the child.
